The need for radical changes and measures to overcome negative trends in the provision of the population of the Russian Federation and meet the demand for bus transportation are reflected in a number of regulatory documents adopted by the Government of the Russian Federation and regional governments. The main one is “Transport strategy of the Russian Federation for the period up to 2030”. The document reflects the systemic problems of the operation of land passenger transport, one of which is the discrepancy between the qualitative and quantitative indicators of services provided by land urban passenger transport (NGPT), the actual requirements for ensuring the transport mobility of the population (TPM). All over the world, there is a tendency to introduce innovative technologies in the field of monitoring systems and centralized management of NGPT : hardware and software, communications, positioning, etc. The development of passenger transport management technologies in all developed and densely populated countries is moving towards the widespread use of modern infocommunication telematictechnologies, intelligent algorithms and devices installed on vehicles and roads. There is a clear tendency to an ever-increasing increase in the parameters of the state of objects of the passenger transport system assessed in the process of monitoring, an increase in the amount of processed information in peripheral devices installed on a vehicle or road, automatic distribution of the received information between the dispatcher, driver, passengers, automatic traffic control systems and others. participants in the management process. In practice, a new industry has emerged – intelligent passenger transport control systems integrated into the general traffic control system for all types of vehicles. Methods for the formation of the route network of NGPT should be based on decision-making models in information situations, characterized as situations with an uncertain state of the research environment. In this case, in order to identify objective data on the capacity of passenger traffic, it is necessary to use modern digital resources, which make it possible to produce “on-line” Monitoring of fuel supply, and the only possible way for the effective development of oil and gas fuel in the Russian Federation is the formation of a new industry-intelligent control systems for oil and gas, integrated into digital transport ecosystems (CTES). Therefore, the development of tools for solving control problems in the CHPP : new methods, mathematical models, algorithms, practical techniques based on them, is an important national economic task, and its solution is impossible without special scientific research.
