Data access management stands as a pivotal concern for safeguarding informational integrity within vehicular networks. This manuscript introduces an access regulation framework that leverages commercial cryptographic techniques to address the issues of identity verification and content dissemination within the vehicular network ecosystem. By integrating the VANETs key negotiation protocol with the symmetric balanced incomplete block design, the proposed framework facilitates the efficient exchange of data and expedited authentication processes in fluctuating settings. To substantiate the efficacy of the framework, algorithms have been crafted, and simulations of the system have been executed. The simulation outcomes indicate that the proposed framework offers notable improvements in terms of transmission latency, the efficacy of key distribution, and the utilization of bandwidth. Specifically, within the simulated context, the time required for key generation and dissemination has been curtailed by roughly $30 \%$, the latency in data transmission has been diminished by $25 \%$, and the efficiency of bandwidth usage has been augmented by $15 \%$. These findings demonstrate that the proposed framework not only bolsters the security apparatus of the system but also markedly refines network performance, thereby offering robust support for the secure deployment of vehicular networking applications.
