A 1:50-scale model of the reef area northwest of Matavai Point on the island of Ta'u, American Samoa, including sufficient offshore area to permit generation of the required test waves, was used to investigate the arrangement and design of proposed harbor configurations with respect to wave action. The basic harbor configuration consisted of a 350- by 250-ft rectangular basin connected to the ocean area by a 100-ft-wide entrance channel. Protection for the harbor consisted of a revetted landfill, a breakwater, and a groin. Variations to the basic configuration involved alignment of the entrance channel, width of the entrance channel , length and location of various structures, and depth of the harbor and entrance channel. A 37- ft - long wave generator and a computer-controlled electrical wave height measuring and recording system were used in model operation. It was concluded from test results that : (A.) none of the plans tested satisfied the maximum wave height criterion of 3.0 ft in the berthing area for all test waves; (B.) relocating the plans 5-8 structures 100 ft farther shoreward reduced the severity of overtopping conditions present with the larger test waves; (C.) of the plans tested, the configurations designated as plans 5A, 7, and 8 (in that order, approximately) most nearly met the designated wave height criterion in the berthing area while providing acceptable navigation conditions; (D.) plans 5A, 7, and 8 will be acceptable designs only if it is recognized that there will be periods when the harbor is not usable; (E.) the groin on the northwest side of the harbor basin incorporated in plans 5A, 7, and 8 will be beneficial in preventing sand from entering the harbor; and (F.) a certain amount of overtopping, possible damage to the breakwater, and some flooding of the landfill can be expected for 18-sec, 14-ft waves (typhoon conditions).
