Provided are a solar buoyancy device and marine solar power system that can prevent damage due to changes in the marine environment by adjusting the height of the solar panel according to changes in the marine environment. Among these, the solar buoyancy device may comprise: a floating tank installed on the lower side of a solar panel so that the solar panel floats and provided with an internal space that can accommodate seawater or air; a pump for selectively moving seawater or air into and out of the internal space; a detection sensor which measures the wind direction and speed applied to the solar panel; and a controller which calculates the wind power applied to the solar panel based on information on the measured wind direction and speed, and controls the operation of the pump so that the height of the solar panel is adjusted according to the preset height according to the preset wind power standard that matches the calculated wind power.
