The invention provides an offshore floating type photovoltaic structure and an offshore photovoltaic system. The offshore floating type photovoltaic structure comprises a floating body base station, a supporting base station, a ventilation cavity, a photovoltaic assembly, a light-reflecting water guide plate, a central drainage hole, a base station insertion plate, a ventilation hole, a water collection cabin and a valve. The supporting base station is fixed on the floating body base station; a base station insertion plate is arranged on the edge of the floating body base station and used for being connected with other base stations in an inserted mode; the photovoltaic assembly is installed on the surface, with the gradient, of the supporting base station. The reflective water guide plate is arranged on the surface of the supporting base table; the ventilation cavities are distributed in the supporting base station to form an annular open cavity; the central drain hole is located at the lowest point of the upper surface of the supporting base; the ventilation holes are distributed in the center of the supporting base station; the water collecting cabin is arranged in the floating body base platform and collects water through a valve. According to the structure, the base platform inserting plates are arranged on the edge of the floating body base platform and are connected with other base platforms in an inserted mode, the base platforms connected in an inserted mode can buffer the influence of sea waves on the base platforms, and damage of the stormy waves to the floating platform is smaller.
