The present invention includes a step of allowing a unit space generation unit to divide a sea water space in an offshore wind farm to generate a plurality of unit spaces, a step of a private area generation part generating the occupancy area of a ship entering and leaving the offshore wind farm based on surrounding information; a step of a congestion degree calculating part calculating the congestion degree of each of the unit spaces by using the occupancy area; and a step of a route determining part determining the route of the ship between a ship departure place and a ship arrival place by connecting the unit spaces according to the congestion degree of each of the unit spaces. So, an appropriate route can be provided.

    본 발명은 단위공간 생성부가 해상풍력단지 내 해수공간을 분할하여 복수 개의 단위공간을 생성하는 단계; 점용영역 생성부가 주변 환경정보를 바탕으로 해상풍력단지 내 출입 선박의 점용영역을 생성하는 단계; 혼잡도 산출부가 상기 점용영역을 이용하여 상기 단위공간 각각의 혼잡도를 산출하는 단계; 및 항로 결정부가 상기 단위공간 각각의 혼잡도에 따라 상기 단위공간을 연결하여 선박 출발지와 선박 도착지 간 선박의 항로를 결정하는 단계를 포함하는 것을 특징으로 한다.
