Disclosed are a cleaning brush for an underwater cleaning robot and an underwater cleaning robot having the same. According to an embodiment of the present invention, the cleaning brush for an underwater cleaning robot comprises: a disk-shaped rotary plate; a brush part arranged on one side of the rotary plate; and a barrier film which is installed on the rotary plate to surround and cover the brush part and is elastically transformed when coming in contact with a cleaning target surface.
