To provide an open-close control device, an open-close control system, and a method for controlling open-close that can suppress a wrong operation.SOLUTION: An open-close control device 1 includes: a roof switch 2 disposed in a ceiling 90 of a vehicle 9 and capable of instructing open-close of a sunroof 92; a notification part 4 for issuing a notification; and a controller 6 for issuing a notification for opening before an instruction of opening the sunroof 92 by controlling the notification part 4 on the basis of input of a trigger signal S5 related to a bad weather and output from an electromagnetically connected electronic apparatus 8 and an operation to the roof switch 2 for opening the sunroof 92.SELECTED DRAWING: Figure 1
