To provide a train operation device which allows more trains to perform emergency travel within a residual amount of a power storage device when a state of emergency occurs in which a transformer station does not function due to power failure and the like.SOLUTION: A train operation device includes: a train stop position acquisition part for acquiring a stop position of a train on a track; a power storage device residual amount acquisition part for acquiring a power storage device residual amount of a power storage device which supplies the train with power; an auxiliary equipment power acquisition part which acquires auxiliary equipment power of the train; and an emergency travel diagram creation part for, when a state of emergency occurs including power failure, creating an emergency travel diagram with respect to the train based on the stop position of the train, the power storage device residual amount and the auxiliary equipment power of the train.SELECTED DRAWING: Figure 1
