To provide a train operation management device and a train operation management method capable of appropriately releasing a closed state of a railroad crossing when a train is stopped in a railroad crossing control section.SOLUTION: A train operation management device 5 includes a stop determination unit 52, a refuge acceptability determination unit 53, and a protection section setting unit 54. The stop determination unit 52 determines whether or not a target train is stopped in a railroad crossing control section. When the stop determination unit 52 determines that the target train is being stopped in the railroad crossing control section, the refuge acceptability determination unit 53 determines whether or not the target train can retreat outside of the railroad crossing control section. When the refuge acceptability determination unit 53 determines that the target train can retreat outside of the railroad crossing control section, the protection section setting unit 54 sets a section including a range between a stop position of the target train and a refuge acceptability region outside of the railroad crossing control section as a protection section where approach of a train other than the target train is prohibited and allows the target train to move in the refuge acceptability region.SELECTED DRAWING: Figure 3

    【課題】踏切制御区間内に列車が停止した場合に踏切の閉状態を適切に解除することができる列車運行管理装置および列車運行管理方法を得ること。【解決手段】列車運行管理装置5は、停止判定部52と、退避可否判定部53と、防護区間設定部54とを備える。停止判定部52は、対象列車が踏切制御区間で停止しているか否かを判定する。退避可否判定部53は、停止判定部52によって踏切制御区間で対象列車が停止していると判定された場合、対象列車を踏切制御区間外に退避可能であるか否かを判定する。防護区間設定部54は、退避可否判定部53によって対象列車を踏切制御区間外に退避可能と判定された場合、対象列車の停止位置から踏切制御区間外の退避可能領域までの範囲を含む区間を対象列車以外の列車の進入が禁止される防護区間に設定し、退避可能領域への対象列車の移動を許可する。【選択図】図3
