To automatically set an optimal flight route.SOLUTION: A flight management server 1 is connected to a user terminal and an unmanned flying body through a network. The flight management server 1 includes: a receiving unit that receives a flight request which includes area information including at least two or more areas among plural mutually independent areas; a generation unit that generates a flight mission, which includes a flight route along which the unmanned flying body flies over at least two or more areas, in response to the flight request received from the user terminal; a communication unit that transmits the generated flight mission to the unmanned flying body and receives information, which is acquired by the unmanned flying body, from the unmanned flying body; a classification unit that classifies the information, which is acquired from the unmanned flying body, area by area; and a memory unit that stores the classified information.SELECTED DRAWING: Figure 2
