To provide a pad material which improves seating comfort while being environmentally friendly and do not cause discomfort to a seated person, and to provide a seat and a vehicle seat.SOLUTION: A pad material 10 is used in a seat S and supports a seated person. The pad material 10 comprises: a base part 21 which supports the seated person; side parts 31 which are disposed on the outer sides in a seat width direction of the base part 21; and protrusion parts 32 that protrude toward the seated person from the side parts 31 and support the seated person on the sides of the seated person. In the pad material 10, the entire protrusion parts 32 are formed of biomass urethane, and at least a part of the base part 31 is formed of a material softer than the biomass urethane.SELECTED DRAWING: Figure 3
