To provide a vehicle seat base material that has proper cushioning properties (comfort to sit on) and that can inhibit a submarine phenomenon when an impact is generated due to vehicular crash, sudden braking and the like, and a vehicle seat.SOLUTION: In a vehicle seat 10 in which a cushion material 21 is overlaid on a vehicle seat base material 11, the vehicle seat base material 11 comprises a front-side part 13 for being pressurized by the back side of a seated person's knee, and a rear-side part 15 for being pressurized by the seated person's buttocks. The front-side part 13 and the rear-side part 15 are made of a resin foam. The resin foam of the front-side part 13 is harder than that of the rear-side part 15.SELECTED DRAWING: Figure 1
