To reduce a possibility of slowing down a traffic flow.SOLUTION: In a vehicle route planning device, a surrounding environment of a preceding vehicle is acquired, which is an automatic driving vehicle; a traveling speed that the preceding vehicle can output is calculated depending on the acquired surrounding environment; a current location of the preceding vehicle is acquired; a traveling route candidate is calculated from the current location of the preceding vehicle to a destination based on the calculated traveling speed and the acquired current location; a traffic tolerance of the calculated traveling route candidate is calculated; and a traveling route candidate selected according to the calculated traffic tolerances from the calculated traveling route candidates is output as a proposed traveling route.SELECTED DRAWING: Figure 4
