To appropriately distribute energy of a fuel cell and a battery.SOLUTION: An electric power determination section determines target electric power that a fuel cell generates on the basis of time history of measurement values related to electric power for work vehicle's traveling along a predetermined travel route. A fuel cell control section controls the fuel cell so as to output the target electric power while the work vehicle travels along the travel route. A battery control section controls charging or discharging of a battery on the basis of a difference between electric power required to drive the work vehicle and the target electric power while the work vehicle travels along the travel route.SELECTED DRAWING: Figure 4
