To efficiently evaluate a road surface profile of a road.SOLUTION: A road surface evaluation device comprises: an information acquisition unit 111 which acquires travel information of a plurality of vehicles including position information of the plurality of traveling vehicles and acceleration information indicating acceleration of the plurality of vehicles, and acquires map information including information on a road; a road surface roughness evaluation unit 112 which evaluates the roughness of a road surface of the road based on the acceleration information of the plurality of vehicles acquired within a predetermined period by the information acquisition unit 111 and, when an integration degree of the acceleration information of the plurality of vehicles acquired within the predetermined period is less than a predetermined value, evaluates the roughness of the road by complementing the acceleration information of the plurality of vehicles acquired in the past prior to the predetermined period; and an output unit 113 which outputs roughness information of the road surface evaluated by the road surface roughness evaluation unit 112 by associating it with the information on the road acquired by the information acquisition unit 111.SELECTED DRAWING: Figure 3
