To provide a track circuit monitoring device which can suppress erroneous detection of abnormality of a traffic circuit due to fluctuation of a track voltage in change of an on-rail state while suppressing reduction in detection accuracy.SOLUTION: A track circuit monitoring device 1 includes a track voltage acquisition part 1A, a local voltage acquisition part 1B, a phase difference calculation part 1C, a state change detection part 1D for detecting a change of an on-rail state, a period setting part 1E for setting an unstable period on the basis of an occurrence time point of a state change, an identification processing part 1F identifying whether a track voltage V111, a local voltage V121 and a phase difference are during the unstable period, an information generation part 1G for generating state information indicating the state of the track circuit on the basis of the track voltage V111, the local voltage V121, the phase difference and an identification result by the identification processing part 1E, and an information output part 1H for outputting the state information.SELECTED DRAWING: Figure 3
