To provide a track circuit monitoring device that is inexpensive and has high processing accuracy.SOLUTION: A track circuit monitoring device 1 comprises: a track voltage obtaining part 1A that obtains a track voltage V111 while being electrically insulated from a rail in a section; a local voltage obtaining part 1B that obtains a local voltage V121 while being electrically insulated from a local electricity distribution line; an information generating part 1C that generates state information showing a state of a track circuit on the basis of the track voltage V111 obtained by the track voltage obtaining part 1A and the local voltage V121 obtained by the local voltage obtaining part 1B; and an information output part 1D that outputs the state information generated by the information generating part 1C. The local voltage obtaining part 1B comprises, at an input side of voltages of the local electricity distribution line, a step-down circuit 121 for a local that transmits an input voltage to a latter part while stepping down the voltage.SELECTED DRAWING: Figure 3
