To enhance safety at the time of start of a vehicle compared to a case in which determination whether or not there is an object is performed in only an area in the vicinity of a door.SOLUTION: An inside detection part 101 determines whether or not there is an object in an inside area A1 photographed by an imaging device 30 on the basis of a video of the inside area A1. When it is determined that there is the object in the inside area A1, an outside detection part 102 stands by until stand-by time passes, and determines whether or not there is an object in an outside area A2 after passage of the stand-by time. A vehicle door determination part 104 determines that a vehicle door 7 cannot be closed when it is determined that there is the object in the outside area A2, and determines that the vehicle door 7 can be closed when it is determined that there is no object in the outside area A2. A vehicle door determination part 104 transmits a determination result to a vehicle device 20, and causes the vehicle device 20 to notify possibility of the closing of the door.SELECTED DRAWING: Figure 4
