To disclose a road side sensing facility and an intelligent traffic system, and relate to a sensing device technology field.SOLUTION: A road side sensing facility comprises: a scanning device that has a base, a main scanning unit, and a sub-scanning unit, where the main scanning unit is located above the sub-scanning unit, and a lower border of a first scanning field of the main scanning unit overlaps or intersects an upper border of a second scanning field of the sub-scanning unit; and a drive device that is provided on the base, and drives the scanning device so as to rotate in a horizontal direction. The road side sensing facility realizes detection without blind spots in all directions with respect to a target environment, can increase the degree of integration of a road side sensing device, and can realize relatively high-accuracy detection for the target environment.SELECTED DRAWING: Figure 1
