To manage an area where a vehicle can safely travel coping with various events that can be obstacles to traveling.SOLUTION: A travel area management device 110 comprises: a change pattern setting unit 113 that selects one from a plurality of routine patterns 118 in which travel-able areas are previously patterned based on input information that changes in time series; a traveling condition monitoring unit 114 that determines an event based on event-related information acquired from external sources (a vehicle 120, a roadside machine 130); an exclusion area management unit 115 that determines an exclusion area which prohibits the vehicle 120 from traveling in preference to a travel permission area based on the event position information included in the event-related information used to determine the event; a distribution unit 116 that distributes the selected routine pattern 118 and the determined exclusion area information (an exclusion area information 119) or the information based on these information to the vehicle 120; and a data storage unit 111 that stores the plurality of routine patterns 118 and the exclusion area information 119.SELECTED DRAWING: Figure 1
