To provide a device and a method for controlling the emergency vehicle refuge capable of retreating an own vehicle at a more appropriate timing so as not to hinder the traveling of an approaching emergency vehicle.SOLUTION: Disclosed is a vehicle control device 32 which includes: an emergency vehicle position acquisition part 38 for recognizing an emergency vehicle; and a retreat control part 42 for performing the retreat control so as to retreat a vehicle 10 when the emergency vehicle is recognized. The retreat control part 42 sets the start timing for starting the retreat control according to a relative position of the emergency vehicle to the vehicle 10.SELECTED DRAWING: Figure 2
