To provide a vehicle operation control technology in which a suitable operation plan corresponding to a vehicle type can be formulated.SOLUTION: A vehicle operation control device comprises a vehicle-type grasping unit, a passenger grasping unit, a cargo grasping unit, and an operation plan formulation unit. The vehicle-type grasping unit grasps a vehicle type that can load passengers and cargos. The passenger grasping unit grasps a status of loading request for the passengers of the vehicle. The cargo grasping unit grasps a status of loading request for the cargos of the vehicle. The operation plan formulation unit formulates an operation plan of the vehicle based on the contents grasped by the vehicle-type grasping unit, the passenger grasping unit, and the cargo grasping unit.SELECTED DRAWING: Figure 1
