To provide a technique that can promptly start radio communication.SOLUTION: A mobile communication system includes a radio control station that searches for an on-vehicle mobile station that can be communicatively connected by changing an orientation direction of a transmission beam. The radio control station includes: a transmission antenna that forms the transmission beam; an information generation unit that generates information indicating a lamp color of a traffic light on a road on which the on-vehicle mobile station is located based on a signal control command given to a control device of the traffic light; and a transmission antenna control unit that changes a variable range of the orientation direction of the transmission beam according to the information.SELECTED DRAWING: Figure 5
