PROBLEM TO BE SOLVED: To enable a pedestrian to safely cross a crosswalk without any trouble.SOLUTION: A radio base station includes: a detection unit 110 that detects whether a mobile communication terminal enters a prescribed communication range; and a request unit 120 that requests a push button-type traffic light to perform signal control processing when a button comprised in the push button-type traffic light for controlling the lighting state of a signal is depressed if the detection unit 110 has detected that the mobile communication terminal has entered the communication range.
