To provide a maximum friction coefficient estimating system and a maximum friction coefficient estimating method, with which it is possible to efficiently estimate a maximum friction coefficient between a tire and a road surface.SOLUTION: A maximum friction coefficient estimating system 100 comprises a storage unit 32 and a maximum friction coefficient calculation unit 33c. The storage unit 32 stores a table or a function to calculate, on the basis of the rolling motion speed, load and temperature of a tire 10 and a road surface state level, a maximum friction coefficient between the tire 10 and the road surface with regard to a representative tire.
