To provide a vehicle remote instruction system and a remote instruction device which can preliminarily assign monitoring time of a plurality of automatic driving vehicles to one remote commander.SOLUTION: A vehicle remote instruction system comprises: a remote instruction point state recognition part 43 which recognizes remote instruction point states on preset target routes of automatic driving vehicles on the basis of the target routes, position information of the automatic driving vehicles, and map information; a time prediction part 45 which predicts monitoring start time of remote commanders to the remote instruction point states on the target routes from preset setting vehicle speed or vehicle speed plans of the automatic driving vehicles on the basis of the target routes, the position information of the automatic driving vehicles, the map information, and the remote instruction point states on the target routes; and a monitoring time assignment part 47 which sets monitoring schedules of a plurality of remote commanders on the basis of the monitoring start time of the remote instruction point states in a plurality of automatic driving vehicles.SELECTED DRAWING: Figure 4
