To minimize an influence accompanying operation of a load when consuming electric power of an expected excess charge amount portion.SOLUTION: In one embodiment of the present invention, a planning device includes: a power storage capacity predicting part which computes a predicted value of a power storage amount of a storage battery at a second spot, on the basis of a predicted value of regenerative energy to be generated during movement in a section from a first spot to the second spot on a planned route, and on the basis of an amount of charge at the first spot; an expected excess charge amount computing part which computes an expected excess charge amount that is an amount of charge of an exceeding portion, in the case that the predicted value of the power storage amount of the storage battery at the second spot exceeds a predetermined charge amount threshold; and a load computing part which selects a load that should be operated in the section so that electric power of the expected excess charge amount portion is consumed during movement in the section, and computes the time at which the load should be operated.SELECTED DRAWING: Figure 1
