To provide a vehicle controller and the like which can quickly switch an operation when the controller has recognized a specific target in a specific area where there is no specific target such as a person.SOLUTION: A vehicle controller 100 includes: an outside recognition unit 142 for recognizing a peripheral situation of a self-vehicle M; a person detection unit 143 for detecting a specific target in a specific area where entrance of a specific target is limited; and an automatic driving control unit 120 for controlling the self-vehicle M when the self-vehicle M is following a vehicle in front of the self-vehicle M on the basis of the result of recognition by the outside recognition unit 142. The automatic driving control unit 120 causes the self-vehicle M to operate in at least one of a first operational state and a second operational state in which the degree of automatization is higher than in the first operational state or the requested tasks on passengers are less than in the first operational state. When the person detection unit 143 has detected a specific target while the self-vehicle M is operating in the first operational state, the automatic driving control unit 120 causes the self-vehicle M to keep operating in the first operational state. When the person detection unit 143 has detected a specific target while the self-vehicle M is operating in the second operational state, the automatic driving control unit 120 causes the self-vehicle M to shift to the first operational state.SELECTED DRAWING: Figure 2

    【課題】人などの特定物標がいない特定エリアで特定物標を認識した場合に、速やかに運転交代を行うことが可能な車両制御装置等を提供する。【解決手段】車両制御装置100は、自車両Mの周辺状況を認識する外界認識部142と、特定物標の入場が規制された特定エリアにおいて、特定物標を検知する人検知部143と、外界認識部142の認識結果に基づいて、自車両Mの前走車への追従制御を行う自動運転制御部120と、を備え、自動運転制御部120は、少なくとも、第1運転状態と、第1運転状態よりも自動化率が高い、または乗員に対する要求タスクが少ない第2運転状態とのいずれかで自車両Mを動作させ、自車両Mが第1運転状態で動作している場合において、人検知部143によって特定物標を認識した場合には第1運転状態を継続させるとともに、自車両Mが第2運転状態で動作している場合において、特定物標を認識した場合には第1運転状態へ遷移させる。【選択図】図2
