To provide a flapping operation mechanism allowing for flapping operation having a large actively controllable area, a method of using the same, and a propulsion device using the same.SOLUTION: The flapping operation mechanism comprises a differential gear section and a base section, the differential gear section comprises inner/outer frames, three bevel gear sections, and two motors. The three bevel gears are first to third bevel gears that are rotatably held inside the inner frame and are rotatably connected to the inner and outer frames. The two motors are first and second motors disposed outside the outer frame, and the first and second bevel gears are coaxially disposed opposite to each other such that their rotating surfaces are parallel with each other. The third bevel gear is rotatably provided to be perpendicular to each of the rotating surfaces of the first and second bevel gears. In the differential gear section and the base section, a first connection shaft of the base section is connected to the outer frame of the differential gear section to make the differential gear section rotatable in a direction of the middle point between the rotation centers of the rotating surfaces of the first and second bevel gears of the differential gear section.SELECTED DRAWING: Figure 1
