To suppress the intrusion of noise into a cabin from the outside of the cabin.SOLUTION: A steering shaft 5 penetrates a circular collar penetration hole 33 defined by a collar internal peripheral face 32 of an annular collar 30. A lower cover 20 is an elastic body integrally having a collar support part 21, a flange part 22 and a surrounding part 23. The collar support part 21 face-contacts with an entire periphery of a collar external peripheral face 31 of the collar 30, and tightly adheres thereto, and the flange part 22 is fixed to a panel 4 while being tightly overlapped thereon at the outside of an entire peripheral edge of a shaft insertion hole 11 of the panel 4. The surrounding part 23 is diameter-contracted in a funnel shape from the flange part 22 toward the collar support part 21, and blocks a clearance between the collar support part 21 and the flange part 22. The collar support part 21 fixedly supports the collar 30. The collar 30 is permitted in relative rotation with a steering shaft 5 and relative movement in an axial direction in a state that the collar internal peripheral face 32 and the external peripheral face of the steering shaft 5 approximate each other over the whole periphery, or contact with each other.SELECTED DRAWING: Figure 2

    【課題】車室外から車室内への騒音の侵入を抑制する。【解決手段】環形状のカラー30のカラー内周面32が区画する円形状のカラー貫通孔33をステアリングシャフト5が挿通する。ロアカバー20はカラー支持部21とフランジ部22と包囲部23とを一体的に有する弾性体である。カラー支持部21はカラー30のカラー外周面31の全周に面接触して密着し、フランジ部22はパネル4のシャフト挿通孔11の全周縁の外側でパネル4に重なって密閉状に固定される。包囲部23はフランジ部22からカラー支持部21に向かって漏斗状に縮径してカラー支持部21とフランジ部22との間を塞ぐ。カラー支持部21はカラー30を固定的に支持する。カラー30はカラー内周面32とステアリングシャフト5の外周面とが全周に亘って近接又は接触した状態で、ステアリングシャフト5との相対回転及び軸方向の相対移動が許容される。【選択図】図2
