To suppress an increase of a calculation amount required for constructing a prediction model while improving prediction accuracy of a traffic demand in the future.SOLUTION: A traffic state prediction device 100 comprises a learning population data acquisition unit 111 for acquiring learning population data; a traffic amount data acquisition unit 113 for acquiring traffic amount data in each time zone; a usable time zone extraction unit 115 for determining whether or not a traffic amount in each time zone included in the traffic amount data in each time zone is identical to a traffic demand indicating the number of vehicles having tried to pass through a prediction object road in a corresponding time zone, and extracting only a traffic amount in the time zone that is identical thereto as learning traffic amount data during construction of a prediction model; a traffic demand prediction model unit 117 for constructing a traffic demand prediction model, on the basis of the learning traffic amount data and population data for every group; and a traffic demand prediction unit 119 for predicting the traffic demand of the prediction object road, on the basis of the traffic demand prediction model and the population data for every group.SELECTED DRAWING: Figure 1
