To make it possible to increase the number of operations depending on an occurrence event while considering the capacity of a traffic line.SOLUTION: When a trouble section occurs in one route, a transportation capacity adjusting device 130 extracts a detour route connecting a first transfer station included in a section between one terminal station in the one route and a start station in the trouble section and a second transfer station included in a section between the other terminal station and an end station in the trouble section with another route different from the one route. A minimum operation increasable section which connects a first return station included in a section between one terminal station in the other route and the first transfer station and a second return station included in a section between the other terminal station and the second transfer station is specified to calculate an upper limit value of the number of operations that can be increased in the minimum operation increasable section. Further, the target number of increasing operations in the minimum operation increasable section is determined based on the upper limit value in the minimum operation increasable section and movement demand in the trouble section.SELECTED DRAWING: Figure 6

    【課題】交通路線のキャパシティを考慮した上で発生事象に応じた増便を可能にする。【解決手段】輸送力調整装置130は、一の路線において支障区間が生じたとき、一の路線における一方の終点駅から支障区間の開始駅までの区間に含まれる第1乗換駅と、他方の終点駅から支障区間の終了駅までの区間に含まれる第2乗換駅と、を一の路線とは異なる他の路線で結ぶ迂回経路を抽出する。他の路線における一方の終点駅から第1乗換駅までの区間に含まれる第1折返駅と、他方の終点駅から第2乗換駅までの区間に含まれる第2折返駅と、を結ぶ増便可能最小区間として特定し、増便可能最小区間において増加できる便数の上限値を算出する。そして、増便可能最小区間の前記上限値と支障区間の移動需要とに基づいて、増便可能最小区間における目標増便数を決定する。【選択図】図6
