To determine whether or not a driving state is to be rapidly and appropriately changed over in a vehicle where a driving state is changed over based on information related to a driver.SOLUTION: A driving changeover device 1 includes: driver's state determination sections 9, 10 and 11 for determining a driver's state including a drunken state, a fatigue state, and a dozing state of a driver who drives a mobile body; and a driving changeover determination section 13 for determining whether or not a driving state of the mobile body is to be changed over from automatic driving into manual driving by checking a determination result of a driver's state determined by the driver's state determination sections 9, 10 and 11 against a predetermined condition.SELECTED DRAWING: Figure 1
