To eliminate the need for mounting a large battery, reduce the need for maintenance due to replacement and charging and so on, and to secure continuous operation, when an on-vehicle device is mounted on the wheel of a vehicle.SOLUTION: An operation recording device is provided with a dynamo 30 that generates power independently to eliminate the need for power supply from a vehicle body, a secondary battery 25, and a short-range wireless communication part 32 for transmitting data wirelessly. A CPU 22 automatically controls the power consumption of a hub cap type vehicle-mounted device 20 according to the state of the vehicle. A mode is switched to a power saving mode by starting/stopping the vehicle as a trigger. After the power generation of the dynamo 30 is stabilized, the mode is switched to a normal mode. When the stop of a wheel is detected, the mode is sequentially switched to a low-consumption mode or an ultra-low-consumption mode according to the duration of a stop state to save power. 【課題】車両の車輪上に車載器を搭載する場合に、大型のバッテリーの搭載を不要にすると共に交換や充電などに起因するメンテナンスの必要性を減らし、且つ継続的に動作させること。【解決手段】車体からの電力供給を不要にするために自立発電するダイナモ30と、二次電池25を設け、データを無線送信するために狭域無線通信部32を設ける。CPU22は車両の状態に応じてハブキャップ型車載器20の消費電力を自動的に制御する。車両の発進/停止などをトリガーとして節電モードを切り替える。ダイナモ30の発電が安定した後で通常モードへ切り替える。車輪の停止を検知した場合は、停止状態の継続時間の長さに応じて、低消費モードや超低消費モードへ順次に切り替えて節電する。配線なしに車輪に取り付けできる。長時間に亘りメンテナンスなしに利用できる。【選択図】図1
