To provide a vehicle travel control server, vehicle travel control method, and vehicle control device for suppressing occurrence of secondary damage of a vehicle accident.SOLUTION: A vehicle travel control server 2 includes: a vehicle position acquisition section 231 for acquiring identifiers of vehicles and position information of the vehicles via a communication section 21; an accident site acquisition section 232 for acquiring position information of an accident site via the communication section; an emergency vehicle storage section 233 for storing an identifier of an emergency vehicle allowed to perform emergent travel to an accident site among vehicles; and a travel limiting section 234 for transmitting, via the communication section, a travel control signal to request limiting of travel to vehicles whose position information indicate positions within a predetermined distance from an accident site and also whose identifiers do not meet an identifier of an emergency vehicle.SELECTED DRAWING: Figure 1
