To determine a state of a driver including at least one state of drowsiness, fatigue and stress, based on a detection result even when a visual line of the driver while driving a vehicle is detected by a camera with low performance.SOLUTION: In a driver state determination device 10, an imaging data acquisition unit 11 acquires imaging data including an image of eyes of the driver captured by a camera 20; a visual line motion detection unit 12 detects a direction of a visual line of the driver to detect a movement distance of the visual line of the driver per prescribed period, based on a change in the direction of the visual line of the driver over time; a driver state determination unit 13 extracts a duration of a time zone in which the movement distance of the visual line of the driver is relatively small as a visual line retention interval, identifies a tendency of temporal change in the visual line retention interval (tendency of fluctuation of the visual line retention interval), and determines the state of the driver based on the identified tendency.SELECTED DRAWING: Figure 5
