To further efficiently collect energy from an exhaust turbine.SOLUTION: An energy regeneration device of an internal combustion engine comprises: a flywheel 9; an exhaust turbine 4; a first clutch 8 arranged between the flywheel and the exhaust turbine; a second clutch 11 and a transmission 12 which are arranged between the internal combustion engine and the flywheel; and a controller 16 for collecting energy to the flywheel from the internal combustion engine when an engine load is lower than a set load which is set in advance, and also when an engine rotation number is smaller than a set rotation number which is set in advance by controlling the first clutch, the second clutch and the transmission, collecting the energy to the flywheel from the exhaust turbine when the engine rotation number is larger than the set rotation number, and discharging the energy to the internal combustion engine from the flywheel when the engine load is higher than the set load.SELECTED DRAWING: Figure 1
