To provide an antimotion device using swirling flow capable of actively controlling an antimotion effect imparted to structures such as a vessel or a floating body and in addition capable of reducing swinging motion in a wide frequency range without being dependent on a specific frequency of the structure and an antimotion method using the swirling flow.SOLUTION: An antimotion device includes: liquid storage means 10 in an annular shape in a plan view mounted on a structure 2 for storing liquid 20 with space X remaining above the liquid 20; swirling flow generation means 30 for generating a swirling flow in the liquid 20; and swirling flow control means 40 for controlling the swirling flow generation means 30 and the swirling flow is controlled.SELECTED DRAWING: Figure 2
