To preferably change area distribution to a plurality of mobile objects to make a task be continued even when mission maintenance becomes difficult due to various mission inhibition factors in the plurality of mobile objects for performing a prescribed mission in an individual area.SOLUTION: An operation control system 10 controls operation of a plurality of unmanned aircrafts 1 for performing a monitoring mission individually in a plurality of monitoring airspace WA adjacent to each other. A controller 23 of a ground station 2 acquires enclosure information on each unmanned aircraft 1 to determine whether a plurality of unmanned aircrafts 1 can maintain mission or not based on the information. When there is the unmanned aircraft 1 that is difficult to maintain the mission, a plurality of airspace division patterns P are set that are redivided by matching a portion where the unmanned aircraft 1 can fly in the plurality of monitoring airspace WA with an aircraft that can maintain the mission among the plurality of unmanned aircrafts 1, an evaluation value concerning a mission inhibition degree is calculated on each of the air space division patterns P on the basis of the enclosure information, and a pattern with the lowest mission inhibition degree among the plurality of air space division patterns P is selected based on the evaluation value.SELECTED DRAWING: Figure 3

    【課題】個別の領域で所定の任務を行う複数の移動体において、様々な任務阻害要因により任務維持が困難になった場合であっても、複数の移動体への領域分配を好適に変更して任務を続行させる。【解決手段】動作制御システム10は、互いに近接した複数の監視空域WA内で個別に監視任務を行う複数の無人機1の動作を制御する。地上局2の制御装置23が、各無人機1の外囲情報を取得し、これに基づいて複数の無人機1が任務維持可能か判定し、任務維持の困難な無人機1が存在する場合、複数の監視空域WAのうち無人機1が飛行可能な部分を、複数の無人機1のうち任務続行可能なものに対応させて分割しなおした空域分割パターンPを複数設定し、各空域分割パターンPについて任務阻害度合いに関する評価値を外囲情報に基づいて算出し、この評価値に基づいて、複数の空域分割パターンPのうち最も任務阻害度合いの低いものを選択する。【選択図】図3
