To make orientation of an insertion direction of a fastening member required orientation, and keep balance of a spring characteristic to required balance, in a vibration controller.SOLUTION: A vibration controller A comprises: a shaft part 11; an inside member 1 provided in the shaft part 11 so that an axis direction is substantially orthogonal to an axis direction of the shaft part 11, and having a cylinder part 12 into a hollow part 12c of which a bolt to be fastened to a vehicle body side frame is inserted; an outer cylinder member 2 provided around the shaft part 11 so that an axial direction is substantially consistent with the axis direction of the shaft part 11, and at a portion corresponding to the cylinder part 12 of which an opening 22 is formed; and a rubber elastic body 3 provided between the shaft part 11 and the outer cylinder member 2.SELECTED DRAWING: Figure 1
