To provide a controlled vehicle setting apparatus configured to accurately distinguish a stationary vehicle from a stationary object other than the vehicle, a controlled vehicle setting system, and a controlled vehicle setting method.SOLUTION: A controlled vehicle setting apparatus 10 for setting a controlled vehicle which is to be controlled for driving support control includes: a detection signal acquisition unit (input-output interface 103) which can acquire a first detection signal indicating an object as an image and a second detection signal indicating the object as a reflection point; and a setting control unit (CPU 101, controlled vehicle setting program P1) which sets a forward object, as a controlled vehicle, when integration history which indicates a vehicle determined by integrating the first detection signal and the second detection signal is associated with the forward object, even when a moving history indicating a moving object is not associated with the acquired forward object.SELECTED DRAWING: Figure 2
