To provide a vehicle control device, a vehicle control method and a program that can properly limit a speed based upon whether a circumferential state can be accurately recognized.SOLUTION: A vehicle control device comprises: a recognition part which recognizes a circumferential state of a vehicle based upon an output of an on-board sensor; and a speed determination part which determines a target speed of the vehicle based upon a set speed based upon a legal speed or a speed that a passenger of the vehicle sets, and recognition precision information representing recognition precision of the recognition part, the speed determination part determining a speed slower than the set speed as a target speed of the vehicle when recognition precision represented with the recognition precision information decreases.SELECTED DRAWING: Figure 1
