PROBLEM TO BE SOLVED: To obtain accurate map information, without applying a wasteful load to a communication network.SOLUTION: A comparison part 240 compares a value indicating the degree of recognition of a road sign included in an image captured by an imaging part 210 with a first threshold. When the value indicating the degree of recognition is the first threshold or more, a transmission part 250 transmits sign information indicating the road sign and position information acquired by a position information acquisition part 230 to a server 100. When the value indicating the degree of recognition is a value smaller than the first threshold, the comparison part 240 compares the value indicating the degree of recognition with a second threshold. When the value indicating the degree of recognition is the second threshold or more, measurement information corresponding to movement measured by a measurement part 220 is compared with the sign information. When a correspondence relation between the measurement information and the sign information satisfies a predetermined condition, the transmission part 250 transmits the sign information and the position information to the server 100.
