PROBLEM TO BE SOLVED: To provide an on-train device for enabling train high density operation without taking time more than necessary to release and secure an occupation right in a signal security system using telegraphic message circulation.SOLUTION: In on-train devices 101, 102, 103 mounted on trains 1, 2, 3 to update and transmit/receive a security telegraphic message 201, the security telegraphic message 201 is circulated among the plurality of trains 1, 2, 3 traveling on a track within a specific area, and includes information on telegraphic message acquisition desired time indicating a time for requiring the security telegraphic message 201, and the on-train devices 101, 102, 103 determine the on-train devices 101, 102, 103 to which security telegraphic message 201 is directly transmitted on the basis of the information on the security telegraphic message acquisition desired time.SELECTED DRAWING: Figure 1
