PROBLEM TO BE SOLVED: To record only accident images or near-miss images from images shot by an on-vehicle camera, or to extract the accident image or near-miss image from the recorded images of the on-vehicle camera.SOLUTION: An object recognition unit 302 is configured to perform object recognition processing with respect to images of surroundings of a vehicle or images indoors acquired by an image acquisition unit 301; and detect near-miss characteristics such as collision between objects or an abnormal driving of an own vehicle, or violation of the own vehicle or a surrounding vehicle and the like on the basis of a recognition result.
