PROBLEM TO BE SOLVED: To prepare and set a safe route in consideration of various factors to be a threat to safety during transfer.SOLUTION: A flight route setting device 10 includes: an aircraft body sensor 11 and a communication section 12 for acquiring enclosure information on an enclosure state of an unmanned aircraft 1; a storage section 13 for storing a probability model 132 regarding the enclosure state of the unmanned aircraft 1; and a controller 14. Based on acquired enclosure information and the probability model 132, the controller 14 prepares a plurality of prediction scenarios F for predicting the enclosure state of the unmanned aircraft 1 at a plurality of prescribed times in the future for each time to search a flight route based on the plurality of prediction scenarios F.SELECTED DRAWING: Figure 2
