PROBLEM TO BE SOLVED: To reduce a feeling of strangeness given to an occupant while controlling an internal combustion engine in order to improve a heat efficiency of the internal combustion engine.SOLUTION: A vehicle control device 18 comprises: creating means 184 that creates a travelling plan including target speed v in a period of time during which a vehicle 1 arrives at a desired spot; and second control means 187 that when the total quantities of power that a power storage device stores are below a first predetermined quantity TH1, makes output of the internal combustion engine more than a required value required to allow the vehicle to travel at the target speed so as to improve a heat efficiency of the internal combustion engine, and allows the vehicle to travel at the target speed by charging a rotary electric machine using increase in the output of the internal combustion engine.SELECTED DRAWING: Figure 1
