PROBLEM TO BE SOLVED: To quickly and efficiently identify a solar panel to be a maintenance inspection target while considering a cause of degradation of a solar panel function.SOLUTION: An inspection target identification system images a plurality of solar panels 40 by using a fixed imaging device 20 to obtain sample video data, estimates an abnormal state of each solar panel 40 on the basis of the sample video data, sets a flight path of a flying object 30 on the basis of the estimated abnormal state and identifies a solar panel 40 to be a maintenance inspection target, on the basis of video data obtained by imaging by an imaging unit 31 mounted on the flying object 30.SELECTED DRAWING: Figure 1
