PROBLEM TO BE SOLVED: To enable existing cables to be used as they are in order to confirm whether a special signal light emitter is visible.SOLUTION: Each relay operates on the basis of a red light emission command or a visibility confirmation light emission command. A red light emission control part 82 is configured to: when the red light emission command is provided, generate a signal for an LED 45 to emit light and output it as a forward current; and, when the red light emission command is not provided, always output a backward current and perform disconnection detection on the basis of whether the current is flowing or not. When the visibility confirmation light emission command is provided and the red light emission command is not provided, a visibility confirmation light emission control part 84 outputs a backward current having a different voltage, frequency or signal waveform than the disconnection detection signal. The LED 45 emits blinking red light with the forward current, and a light-emitting element 112 emits light in a prescribed pattern with a backward current that is different, according to determination by a visibility confirmation signal determination part 111, from the disconnection detection current.
